Peter Senge defines Learning Organization that is a group of people continually enhancing their capacity to create what they want to create.
Last Tuesday, We visit Fire Service Department; I think FSD is Learning Organization. They upgrade Second Generation Mobilizing System to Third Generation Mobilizing System; Second Generation Mobilizing System, the system about a decade ago at the beginning of use, is now aging, coupled with a few years later the market will be no suitable replacement parts available, to 2003, the Second Generation Mobilizing System service life will expire. On the other hand, because of the increase in the number of emergency calls, emergency services more complex in nature, and the deployment process than a decade ago also relatively complicated, so we need to deploy a more powerful system. TGMS have three important part including Computer Mobilizing System, Telephone System and Geographic Information System. FSD thought TGM system to increasing their efficiency.
The Fire Service Department changes the old system because they want to dedication and commitment to providing quality service. Therefore, they have a promise that the firemen will arrive within five minutes. That is their common goal. I think there is their mission and it become to their organizational culture.
They observe past experience to produce TGMS which using more easily and handling more emergency calls. They should communicate with Singapore producer that process was also learning. It is because they shared their cognition about Hong Kong situation and their past experience. I think that process is a learning organization.
Why the FSD change the mobilizing system?
It is because citizens have a higher knowledge level than past. When the economy becomes better, citizens want a higher living standard. They also want that the government should give a better quality service. It is also a cycles of action.
- Environmental actions— well economy and many people have a higher education background
- Organizational actions— seeking a method to improve their service such as change the mobilizing system
- Individual cognition— many people will think government should provide better service for citizens
- Individual acts— giving many reflection or complain to government about people requirements
